How Does CATWOE Analysis Work?

Certified engineering, leadership, and management consultant Aref Saman explains that CATWOE was first introduced by David Smith and Peter Checkland. It's an analytical tool that examines a problem and its solution from six perspectives, representing the key stakeholders:

  2. Actors: Who will carry out the solution? What are their capabilities, and will the solution increase or reduce their workload?

Saman emphasizes that the primary goal of this analysis is to avoid failure in problem-solving — especially during solution implementation and result evaluation — by ensuring all stakeholders are considered when analyzing or executing any change.
